A significant portion of our population own a second home (vacation home) somewhere, and by definition, vacation home is left vacant most time of the year. Of course some owners rent it out on a short-term basis so that the home pays for its own maintenance cost, but there is never guarantee.
What I suspect is, your friend's home is located in a community under fascist HOA regulations. HOA stipulations can overrule the local RE law, depending on what kind of power the residents have agreed to grant the HOA management, and this has been a heavily debated issue concerning home owners who are subject to HOA management.
