there ought be at least three markets to compare before you draw a conclusion
1) what are the investment differences into infrastructures between USA, Europe and China
2) what are the scale economies in each market
3) what are the investment return cycle time in each market?
4) where did china telecom make mistake and what is the strategy to salvage those mistakes in decisions?
5) what are the operation strategies for ISP and ICP in the three markets? why do they operate the way they do?
6) what do China market has the other two do not, and the what do the other two have that china does not?
and more...
simply do not believe you can draw a good conclusion without studying the USA market. Europe is way behind in terms of infrastructure and the consumer behaviors based on their total market size restricted scale economy, which forms the vicious cycle, not to compare with the ROI and ROA in USA market.
who are you trying to help? China telcome? operators or subscribers? who are you trying to compete against in China market? what is their infrastructure? what is the competitive advantage sof each qualified player?
