greencards and thus serve America.
America reaps the best working time of a technic person, after that, America does not care about whether they return back to china or not. First, the family will be a big drag for those "ambitious" middle aged men, second, their knowledge may be out of date, third, developing nations like China (Japan in 1960s was the exception) does not need so much leading tech.
overall, the returnees will not have much impact on Europe, on china or other asian nations, but America benefit most from these smart foreign talents already.
