Hi,
Having checked your information, I would like to say some words in my point of view.
As British MBA, I come back to SH two years ago with several years working in Japan. Currently I am IT manager in the the multinational company. Based on the assumption your decision of coming back China, I advice:
1. Field of direction: CCIE is good but too limited in China. If direct to technical expert, US is good for technical development,like 80KUSD is not to hard. In China technology skill is not enough to make a good deal. So prepare to not focus on the technology but on 人脉 and PR
2. Personal interests: VoIP is still technical aspect. I think technical consultant is better for your beginning when back. Then you can be oriented to move to management two years later if you like.
3. City: SH or BJ is better for first board. Again back means take risk instead of stability,more chance or exertion than US, but more change even hurt.
4. Tradeoff: for family or career development. do SWOT anlaysis then make a direction.
