I encountered that myself a couple of years ago on a brand new IBM Notebook. After shutting down the Notebook, the color stripes should have disappeared, what you saw was just a left-over vision that was not yet cleared out of your own memory 
Try this first. Unplug the Notebook, drain the battery entirely. That will take probably a whole night give the battery life of Notebooks these days. Then, try turning it on without plugging it to make sure the battery is drained. Plug in the electricity, turn it on, small glitches of the machine should go away after this "hard reset". Or else, your hard disk might have been corrupted by a virus, like mine 
Keep running Windows Update every other week if you can.
