What you propose is to exchange HK $ for US $ in HK, then bring it back to China to exchange for RMB, then bring it back to HK to exchange for HK$ or US$, is this correct?
The costs of the transaction involve carrying large amounts of cash in and out of the border physically. I don't know if you can make the above mentioned transactions at legitimate financial institutions, otherwise there is the risk of counterfeit money. If you buy physical goods, there will be more overhead costs and other transportation issue.
Suppose the difference in exchange rates is 5%, I need to have $1 million and make 10 transactions like this to make $500 K annually. For someone with 200 K, they need to do 50 roundtrips.
In summary, I think the statement you make is sensational but too costly to do in practice?
