Are you targeting (1) residential applications, or (2) small businesses, or even (3) commercial service providers?
For (1), there're already a lot of off-shelf products such as WLAN Access Point (also serving as a Router) from LinkSys or D-Link. All you need to do is plug it into the DSL or Cable modem, just like what I do in my home. With the wireless network setup, you can convert any PC to a VoIP phone, with the use of those ?2-3/min Internet phone cards.
One major drawback, of course, is that you'll still have to be in front of the PC (or even laptop with limited mobility) and you don't have a convenient phone that goes around with you in the house.
Another common problem as seen with those cheap calling cards is the voice quality and sometimes unbearable long delay.
On the other hand, 3G data build on top of existing cellular network (of course, with infrastructure equipment upgraded) seems to be a little better in solving the two problems above.
Earlier, I mentioned the competing opponent of WLAN --- 3G data on cellular network. By nature, the cellular system is design with built-in voice capability; and 3G high-speed data delivers a full spectrum of media-rich features, such as web browsing, email access, streaming video and file transfer (such as picture upload which is getting more and more popular these days with the introduction of the camera in the phone). 3G data is gaining more interest from both business and regular consumer, and therefore most of the major wireless carriers are looking forward to its commercialization and larger-scale deployment.
BTW, here I'm referring to 3G not only as UMTS but also as a wide scope of emerging technologies such as EDGE and cdma2000, as per definition by ITU. Many people have the incorrect conception that 3G = UMTS because of the bias from media (remember those hypes about 3G license auctions in Europe?)
