I hunted jobs in China, Singapore and US. it is most true in Singapore. Only in Singapore, I was encountered similar conversation with hiring managers multiple times like this

manager "where were you? why didn't submit ur resume sooner when we posted the job?"

me "I did a couple of times."

it seems only referral can get you through.
