First, I donnt know when the derivative market will appear in China - a market not even have a complete term structure yet. Not to say that the bond underwritting all are dominated by some big institutions.
Second, my understanding is that you want to make money on commission. It's true this is low-risk, but just imagine how can you convice the retailers and how to compete with so many well-established local securities firms and foreigh institutuions, even you may have a gold-plated MBA from top school and years of front line exp in on Wall St? I am assuming you donn have a SUPER powerful network in China - that's is a different story.
High risk, high return--this is a fundemental and damn true rule in finance. Even in a market far from efficient like China, the time making easy money already gone--again, I am assuming for average people like us. In my humble opinion, the opportunity esist for us is so called SHIYE--not middle-man or simple trading to make money from the price difference. If you have good team and product, money is always not a big problem.
