Preparing your own statement of goals is to keep your boss/supervisor on the same page as to your responsibility, development and future plan.
确立这样的statement的意义表现在两个层面上。For your own benefit, the boss/supervisor, if agrees with your idea(s), is supposed to help you to achieve those goals (including providing resources, contacts, training opportunities). For the benefit of the boss/supervisor, (1) he or she won't have "surprises" from you (e.g. you suddenly quit one day to pursue your own goals unknown to him or her); (2) you are more motivated to work harder in exchange for the "favors" received from your boss/supervisor, since now he or she has better understanding of what you really want/care in terms of job responsibility and career advancement.
当然,不是所有的公司都采取这样的方式。有的时候,同一公司对于不同level的员工管理方式也不一样。
