It is better to have moving fully reimbursed since the usual international shipping cost is around $30-35K for a family if you have a full house of furniture, plus the storage cost if you haven't hunted down a permanent house by the time your stuff arrives. It looks like they are breaking down moving into relo trip and shipping. To avoid cost categorization troubles, just lump everything together (moving and storage and family one-way airfare). Instead of getting house hunting allowance, you probably want to negotiate for 3-6 months of paid-for, fully furnished apartment when you move there. A fully furnished 2-bedroom apartment at a 5-star hotel in SH can easily cost >$5000 a month.
Tax admin is usually not itemized. The company will pay for the CPA tax filing cost along with the tax equalization.
It seems like you have a really generous housing allowance package, it should be enough to rent a 500m2 mansion in Hongqiao if you are moving to SH. Dependent education is actually a bit tight, you should budget for $15000 per kid at least. For negotiation's sake, you can probably give up part of your generous housing allowance package to boost your education expense. Even if your housing allowance is cut by 1/4, it won't affect your standard of living too much.
The most important part of your negotiation should be, where should your salary be paid? My cousin was successful in getting his employer to pay his salary in HK so that he can move around his money much more freely. Under tax equalization agreements, it doesn't matter where your salary is paid, but it does matter where your money sits! HK banks offer far more investment tools in as compared to China, you can't even buy foreign-currency bonds or stocks in China. Another option is to have your salary paid in Singapore if you company doesn't have a subsidiary in HK.
Most expatriates in China collect their foreign-currency-denominated salary in HK.
